In our latest video, Joe Warner, President of California Compliance Environmental and Texas Compliance Environmental, breaks down exactly what our team looks for when we step onto your property. We take the mystery out of the process by explaining the different types of inspections and obligations you might face, such as the Water Quality Management Plan (WQMP)—a common agreement made with cities or counties.
During a typical visit, we perform a thorough inventory of your site’s infrastructure, including:
- Storm drains and underground vaults
- Detention basins and bio-swales
- General housekeeping and surface conditions
We don’t just look at the surface; we often open manholes to record sediment loading and check the condition of underground filters. For more complex systems, we even perform confined space entries to get a “deep dive” into what is happening underground.
Our goal is to keep you informed so you can make necessary improvements and lessen the impact on the stormwater system. From monthly industrial inspections to frequent construction site erosion checks, we have all your bases covered.
Watch the video to see how a detailed evaluation and maintenance agreement can keep your project running smoothly and in full compliance with stormwater regulations.

Joe Warner, California Compliance Environmental and Texas Compliance Environmental President. You’re probably wondering, what is a stormwater inspection? Well, there are many different permits and obligations when it comes to a stormwater inspection: industrial permit, your infrastructure compliance, construction permit inspections.
0:17 Water Quality Management Plan (WQMP)
So, we’ll touch on the WQMP, Water Quality Management Plan. This is most common for property managers, developers, and owners. These are the agreements that you make with the city or county.
0:29 Initial Inspections
Now, when we do our initial inspection, we’ll go out there, we’ll do an inventory of all your storm drains, your underground vaults, your detention basins, bioswales; do a quick audit of the housekeeping, the general conditions on the surface, just so we can keep you informed on what’s going on on your site, and then the tenants can make improvements to their housekeeping to lessen the impact to the stormwater system.
0:51 Construction Sites
Now, construction sites, they require different stormwater inspections, oftentimes more frequent. They’re looking for more erosion and sediment controls. Those are performed by a qualified person in the construction space. We offer those services as well. Industrial, those have their own requirements, often monthly inspections, annual reports to the state.
1:12 Maintenance Done Right
Now, if you were to call us out on a common Water Quality Management Plan agreement inspection, we come out there, open up the manholes, record the sediment loading, any kind of material loading inside the vaults. We check the conditions of the filters, make sure there’s stenciling. Oftentimes, you can do all this from the surface, but in certain situations, we would have to go out there with confined space to really get a deep dive on what’s going on underground.
So, if you have any need for stormwater inspection, we have all your bases covered. We can come out there, do a detailed evaluation, get you a scope of work, and then with that maintenance agreement, we can keep you in compliance with stormwater regulations.
